CONTEXT AND BACKGROUND :
In February 2004, the Open University of Tanzania(OUT) requested SIDA support for its efforts to strengthen the University by means of an organisation development and improvement of services. OUT has since July 2004 embarked on an institutional transformation based on the following two basic principles.

1. The enhancement of organisational capacity that is and will be instrumental to delivery of quality education by the University.

2. The employment of information and Communication Technology (ICT) to manage and deliver better OUT services and for purpose of improving the education delivery.

SIDA PROJECT 1:GOVERNANCE, ORGANISATION AND MANAGEMENT
Project Overview:
The Project involves identify and recruit suitable candidates for various positions in the new OUT organisational structure and Directorate of planning and development provided with facilities. The awareness of OUT community about new charter enhance. OUT decision making organs furtehr reviewed and new set of committees put in place with revised composition.
SIDA PROJECT 2:ACADEMIC QUALITY ASSURANCE AND CONTROL
Project Overview:
Comprehensive measures of quality assurance and control introduced and maintained. A better understanding of student inactiveness will be achieved and a student retention programme will be put in place. Framework for conduct of academic audit and tracer studies prepared. Data in student performance updated and available, for quality control purposes.
SIDA PROJECT 3: ACADEMIC DELIVERY OPERATIONS
Project Overview:
Academic processes analysed, mapped and redesigned using BPR. Guidelines and standards in place resulting in better access to study materials for courses and timely delivered to students assignments timely delivered and checked, tests and examinations processed prepared and marked timely and results released; face to face sessions conducted well for each course. Enhance capacity to print/publish study materials/books.
SIDA PROJECT 4: STUDENTS INFORMATION MANAGEMENT SYSTEM
Project Overview:
Update and implement the admission and registration policy and operational procedures to ensure improved efficiently and clear roles of regional centres. Develop/acquire, entrance and operationalise the Academic Record Management Information System (ARMIS)
SIDA PROJECT 5: FINANCIAL MANAGEMENT
Project Overview:
To prepare a new structure of the Burser's office in readness to be upgarded to a directorate of Finance and Accounts and staff it. Review update, approve and implement new OUT financial regulations. Assess capacity of the existing accounting and audit staff in the auditing computerised financial management systems and take corrective measures.
SIDA PROJECT 6: HUMAN RESOURCE MANAGEMENT ENHANCED
Project Overview:
OUT human resources management capacity comprehensively improved. Following the adoption of the new Organisational Structure, the HRM department will be established. This is to be referred to as the Directorate of Human Resources Management.
SIDA PROJECT 7: LIBRARY MANAGEMENT IMPROVED
Project Overview:
The OUT Library at the headquarters is improved particularly in terms of capacity to provide increased access to electronic Library resources that will also be available to the resource centres in the regions.
SIDA PROJECT 8: E-LEARNING CAPACITY ENHANCED
Project Overview:
E-learning capacity will improve OUT's capacity to offer modern distance education hence the need of enhancement of e-learning capacity. Activities that will be involved in achieving this include; Existing programmes and courses restructured with assistance of e-Learning guidelines for delivery of new academic programmes; training needs on distance education and e-learning identified; in-house training of academic staff in ICT-mediated teaching and learning initiated, selection or development of an electronic platform undertaken; pilot courses offered and full courses delivered on the selected electronic platform. Training conducted in e-learning for OUT Staff. Most of the activities in this project is awaiting for SPIDER fund to be utilised for most of the activities.
SIDA PROJECT 9: INFORMATION RESOURCE MANAGEMENT CENTRE (IRMC) ESTABLISHED
Project Overview:
The Information Resources Management Centre of OUT hosted by The Institute of Educational Technology that was established as a service Institute will be enhanced. All the specific aspects of the centre are specified in the ICT Policy Plan and Master Plan and are as presented in the ICT security policy (OUT, 2006).
SIDA PROJECT 10: END USER ICT CAPACITY
Project Overview:
Rapid changes in information and communications technology, especially in the area of open and distance learning has, compelled OUT to keep abreast of national and international developments. The aim of this project is to improve the ICT skills of OUT staff and students in order to empower them to exploit to the maximum the new opportunities offered by ICT. SIDA PROJECT 5.11: DATA COMMUNICATIONS INFRASTRUCTURE ENHANCED
Project Overview:
Data communication systems (e.g. e-mail) provide essential links between users of information and sources of information, and form the basis of the network infrastructure. The data communications infrastructure is thus the foundation for improving communications, both internally and externally – key points for an institution such as OUT which depends on sharing knowledge internally, nationally and internationally. This sub-project is meant to facilitate further operationalisation of the data communication infrastructure at both the headquarters and the regional centres with priority on centres with own buildings.
